CSU COMMENCES PREPAID METER RECOMMISSIONING

The Kampala Water Central Support Unit (CSU) is recommissioning prepaid meters in Ministries, Departments, and Agencies (MDAs) in Uganda. This exercise recently commenced with MDAs such as Prisons, Stores, Ministry of Justice, Uganda Police, NFA, Ministry of Foreign Affairs and Audit House getting on board.

Following the system shutdown in August, the exercise involves re-converting the postpaid accounts to a prepaid metering system, where customers pay before they consume water. It also involves reconciling the meters by integrating them with the billing system. An arrears recovery algorithm is used, which deducts 25% of the arrears owed. This is meant to recover already existing arrears and prevent further accumulation of debt.

To ensure accountability, a form is filled out and signed by a representative from the MDA and an auditor from HQ, indicating that the meter has been recommissioned. The target is to recommission 118 MDAs within Kampala.
