NUWEREZA PIUS FACES THE OPTION OF EITHER PAYING A UGX 2 MILLION FINE OR SERVING A 2-YEAR JAIL TERM FOR METER TAMPERING

The Utility Court in Kampala has convicted Nuwereza Pius for tampering with National Water and Sewerage Corporation (NWSC) water meters and theft, following his arrest on February 6th, 2025, at Wandegeya Market with two NWSC meters valued at UGX 202,000.

Nuwereza pleaded guilty to two charges: tampering with works and theft. According to court submissions, he was apprehended by Ssozi Sula, Chairperson of RIO Wandegeya Market, who suspected him of theft, and a search of his polythene bag revealed two NWSC meters, prompting his immediate arrest.

Notably, the case was presided over by Her Worship Adonga Alice Molly, whereas State Prosecutor Isaac, alongside NWSC’s Principal Legal Officer Brownie Ebal, prosecuted the case, with Legal Assistant Emmanuel Bongomin representing the Corporation.

Prosecutors emphasised the gravity of meter tampering, noting that such acts result in significant financial losses for both the government and customers. However, the court acknowledged that Nuwereza was a first-time offender but stressed the need to deter similar offences and protect public utilities from sabotage.

Nuwereza was sentenced to pay a fine of UGX 2 million or serve two years in prison for tampering with works, contrary to Sections 97(1)(b), 97(2)(a), and 101(1) of the Water Act, Cap 164. He also received a custodial sentence for theft under Sections 237(1) and 244 of the Penal Code Act, Cap 128. The sentences will run consecutively, with time spent on remand taken into account.

NWSC continues to intensify efforts to curb water theft and meter tampering to safeguard equitable access and ensure accurate billing for all customers.
