KAMPALA WATER AND UPDF FORGE ALLIANCE TO COMBAT WATER THEFT AND ENSURE COMMUNITY GROWTH

In order to address the escalating challenge of Non-Revenue Water (NRW), Kampala Water Management (KW) has forged a strategic alliance with the Uganda Police Defence Force (UPDF). This collaboration, initiated in 2014 with the Uganda Police forces during the inauguration of the Water Loss Prevention Uiit (WALOPU), aims to combat unlawful actions related to water, primarily water theft, that impede revenue collection and hinder community service expansion.

The pressing issue of NRW in KW which currently stands at 47% this month, is attributed to both physical and commercial losses. These losses not only undermine revenue but also limit the organization’s capacity to invest in essential resources such as water treatment chemicals and network system expansion. To counter this, the management is intensifying security measures within the Water Loss Prevention Unit (WALOPU).

At a recent meeting held at the Kampala Water HQ-Offices, Eng Mahmood Lutaaya, the General Manager, convened with Deputy Chief Military Intelligence (D/CMI) Brigadier Colonel Abdul Rugumayo and other security personnel. The discussions focused on strategizing for efficient operations and combating illegal water use in the region.

Eng. Lutaaya clarified the causes and effects of NRW, highlighting the historical collaboration with security agencies. He emphasized the corporation’s commitment to recovering lost revenues, particularly from illegal activities, and fostering business growth.

Brig. Col Rugumayo, acknowledging the importance of integrity, introduced Lieutenant Jimmy Ogwal, a newly recruited officer, emphasizing his training and spirit of openness. He proposed a zoning approach termed “intelligence preparedness” and introduced an enforcement unit named “TOKORA” for additional support if required.

The emphasis on effective managerial skills came from Brig. Col. Rugumayo, highlighting their impact on performance and the need for ongoing training in intelligence, integrity, and professionalism. Colonel Sarah Mpabwe, Coordinator of Administration Services, raised concerns about high-profile individuals, urging against threats and disruptions to staff.

Eng. Lutaaya expressed gratitude to UPDF for their collaborative efforts. The attendees included ASP Alfred Nyalundi, Head of WALOPU Police; Mr. Stephen Tumwiine, Manager of Security; Lt Jimmy Ogwal; Mr. Byamukama Waa, Manager of Security at KW; and Ms. Sharon Busingye, Manager of WALOPU.

This strategic alliance is what it is; a united front against water theft, promoting community growth and ensuring a sustainable water management system for Kampala Water in the greater Kampala Metropolitan.
