THE INTRICATE BALANCE BETWEEN PUBLIC GOODS AND SERVICE DELIVERY

The provision of water services in Uganda, like in many other countries, faces numerous infrastructural and delivery challenges. These issues include poor capacity, deteriorating water quality, and management hurdles. Ensuring efficient water service delivery is a critical concern for environmental scientists and citizens alike. 

NWSC strives to provide affordable and uninterrupted sewerage and water services. However, achieving uninterrupted service is an ideal scenario that remains elusive. Various factors, both natural and man-made, often disrupt service delivery. Natural elements such as extreme weather conditions, including excessive heat, rain, and strong winds, can affect the infrastructure and impede service provision. Unfortunately, these factors are beyond the control of the corporation.

Man-made situations also pose significant challenges to service delivery. For instance, accidents involving vehicles damaging service mains can cause lengthy downtime of up to 8 hours. Additionally, vandalism of service lines by individuals seeking to obtain valuable materials further disrupts service delivery. These everyday occurrences highlight the need for utility companies like NWSC to innovate and develop strategies to mitigate such eventualities.

While addressing service delivery challenges, it is crucial to consider the demand for public goods. The development of well-paved roads, commonly referred to as “colas,” is a significant aspiration for growing economies in Africa, including Uganda. However, the construction and maintenance of these roads often lead to unintended consequences for water supply infrastructure. Water mains are frequently cut, buried, or even removed without proper notification to the infrastructure owner.

This situation places tremendous stress on service providers, requiring them to constantly monitor and adapt to changing circumstances. NWSC faces losses in terms of damaged pipes, washout valves, and related fixtures, not to mention the time and effort required for repairs.

To mitigate the challenges faced in service delivery, service providers have turned to innovative approaches. NWSC, for instance, employs Mapkit technology to identify and map areas prone to leaks and bursts within their service network. Municipal councils have also encouraged contractors to engage with utility service providers before commencing projects, facilitating coordination and minimizing infrastructure damage.

In new development plans, developers and authorities have implemented service ducts designed to accommodate all service and network utilities. This proactive approach significantly aids service providers in managing their infrastructure effectively.

For a corporation like NWSC to thrive, continuous engagement with contractors is essential. Such collaborations lead to reduced replacement costs and other related expenses. Balancing the challenges of providing public goods while ensuring efficient service delivery remains a complex endeavor. By leveraging technology, collaborative efforts, and proactive planning, service providers can navigate these challenges more effectively, ultimately benefiting the communities they serve.
