In anticipation of the forthcoming launch of the African Water and Sanitation Academy (AWASA) in Uganda, the Government of Uganda (GoU) Cabinet spearheaded discussions surrounding the Host Agreement, a critical juncture that saw stakeholders convene at the National Water and Sewerage Corporation’s (NWSC) International Resource Center (IREC) for a consultative workshop.
The workshop, expertly chaired by Mr. Alfred Okot Okidi, the Permanent Secretary of the Ministry of Water and Environment, witnessed the active participation of key figures from the National Water and Sewerage Corporation (NWSC). Among them were Eng. Johnson Amayo, the Deputy Managing Director, Dr. Rose Kaggwa, Senior Director of Business and Scientific Services, and Counsel Aloysius Kaijuka, the Director of Legal Services.
Commencing with a warm welcome from the chairperson, the session kicked off with a comprehensive presentation by Dr. Rose and Eng. Johnson Amayo, shedding light on the African Water and Sanitation Association (AfWASA) and its subsidiary, AWASA. The presentation looked at AfWASA’s evolution since its establishment in 1980, highlighting its membership growth, expanded mandate, operational pillars, programs, and development partnerships.
In detailing the rationale behind AWASA’s inception, Dr. Kaggwa emphasized Uganda’s remarkable performance in the water and sanitation sector, which led to its selection as the host country. She highlighted AWASA’s genesis as a brainchild of AfWASA, illustrating the strategic significance of its establishment.
Central to the workshop’s agenda was the review of the draft host country agreement between the GoU and AfWASA. Led by Legal Director Aloysius Kaijuka, stakeholders meticulously scrutinized the agreement, ensuring its alignment with legal frameworks and transparency standards. Through a collaborative effort, participants contributed insights to refine the document, fostering a robust and error-free outcome.
With a clear understanding of the agreement’s requirements, the group outlined actionable steps towards finalizing the agreement for approval. The chairperson concluded the session with closing remarks, setting the stage for further deliberations in subsequent meetings.
