In a decisive move to combat the alarming rate of Non-Revenue Water (NRW) in the Kampala Water region, the Water Loss Prevention Unit (WALOPU), coupled with the security team led by Mr. Elly Muhumuza, executed a crucial operation resulting in the apprehension of Mr. Dick Kizito, the self-proclaimed caretaker of four residential units in Kitintale, for his involvement in illegal water usage.
The operation, part of an ongoing initiative to reduce NRW from 47% to a more manageable 37% within a month is a rather significant step towards achieving this ambitious goal.
During the on-ground investigation, it was discovered that Mr. Kizito lacked a water meter, leading to the imposition of a 7 million fine. An initial payment of 2 million was promptly made, initiating subsequent discussions that underscored the importance of legal connections. These discussions aimed at fostering constructive dialogue to ensure compliance with established regulations.
Ms. Sharon Busingye, the Manager of WALOPU, shed light on the commonality of illegal activities originating from meter bypass, removal, and reversal. She emphasized the necessity of adopting innovative approaches in investigating such accounts and stressed the importance of community collaboration to effectively address these issues.
Addressing concerns about informer anonymity, Ms. Busingye highlighted its crucial role in preventing information leakage, which could potentially create fear among those facing threats. She asserted that no leniency would be shown to culprits, emphasizing her commitment to closely monitor and follow up on this case.
With sustained momentum and a collective effort, the challenge of reducing NRW can be significantly overcome. Teamwork, honesty, and a positive work attitude are identified as integral elements in achieving this overarching goal.
